Telangana Intellectual Property Crime Unit (TIPCU) was launched by Shri. K.T. Rama Rao, Hon’ble Minister for IT, Industries and Commerce, Government of Telangana and H .E Mr. Richard Rahul Verma, United States Ambassador to India with other eminent from film & Tv fraternity and High level Police Officers from Telangana participated in event at Hyderabad.

Film piracy negatively impacts profitability, thereby resulting in less investment capital. Lesser capital pegs
down the number of films that can be financed, thereby creating fewer jobs. Infringing or “Rogue websites”
contribute to, facilitate, and induce the illegal distribution of copyrighted works, such as movies and
television programming. The actions of these rogue sites undermine national economies and tax revenues,
threaten high-wage jobs and cause consumer confusion.
To address the rising threat of online film piracy, the Government of Telangana has initiated the setup of a
specialized copyright enforcement crime unit – TIPCU.
TIPCU Objectives:
Bridge communication between stakeholders & expedite necessary interventions for copyright
enforcement in the Media & Entertainment sector.
⇒ To create a sustained platform to bridge communication between industry stakeholders,
ISPs, Policy makers, enforcement agencies aided by legal and financial experts;
⇒ Securing proactive support for enforcement actions.
Function as a specialized copyright enforcement unit to measure, record and gather intelligence
on criminal syndicates
Expedite Investigation & Prosecution
⇒ Create a watch list of pirate websites similar to the IWL (Infringing Website List), PIPCU,
UK at regular intervals;
⇒ Evolve mechanisms to counter online film piracy;
⇒ Create an industry interface for sharing of intelligence on such syndicates.
⇒ Trace locations, owners, hosts, release groups involved in copyright theft and initiate
speedy actions to crack down on such criminal syndicates.
Initiate Site Blocking Actions
Launch an effective enforcement operation through a suitable mode for coordination between TIPCU, ISPs,
the State Government and the Industry to initiate site blocking actions through streamlined channels to:
Disrupt Funding to Infringing sites:
⇒ Bring down/ block infringing links, websites, hosting and streaming sites;
⇒ Provide immediate relief to the film Industry, without having to obtain Court orders;
⇒ Systematically eradicate pirate websites and platforms illegally hosting or streaming
copyright content.
⇒ Effective measures to curb flow of revenues to infringing sites;
⇒ Monitor high risk (Ad – supported) websites and initiate suitable actions to choke revenues
to such sites.
User Level Deterrence
To evolve and implement deterrent measures to discourage users from accessing pirated content,
through pop-up notices and/or penal actions.
Dynamic model
Evolve enforcement mechanisms
criminal syndicates operating therein.
