JICA extends ODA loan of 92,400 million Japanese Yen (₹5,500.0 crore) for Mumbai Metro Line 11 Project (I) in India

The Japan International Cooperation Agency (JICA) signed a loan agreement with the Government of the India to provide a Japanese Official Development Assistance (ODA) loan of 92,400 million Japanese Yen for the Mumbai Metro Line 11 Project (I).


The loan agreement was signed in New Delhi between Dr. Alok Tiwari, Joint Secretary, Department of Economic Affairs, Ministry of Finance, Government of India, and Takeuchi Takuro, Chief Representative of JICA India Office.


The project aims to address the growing traffic demand in the Mumbai Metropolitan Region in the state of Maharashtra by expanding the mass rapid transportation system. The initiative is expected to promote regional economic development, improve the urban environment, and mitigate climate change by easing traffic congestion and reducing pollution caused by the increasing number of motor vehicles.


The project will include civil and architectural works covering approximately 17.51 km of metro lines with 14 underground stations, creating a new urban artery that links the redeveloping Mumbai Port waterfront and historic districts, and enhances access to the Mumbai Trans Harbour Link (MTHL) at its city-side end—thereby broadening onward connectivity toward Navi Mumbai through seamless multimodal integration.
The Mumbai Metro Rail Corporation Limited (MMRC) will serve as the executing agency responsible for the implementation of the project.


The project is expected to contribute to the United Nations Sustainable Development Goals, particularly in the areas of decent work and economic growth, industry and infrastructure development, sustainable cities and communities, and climate action. The project is scheduled to be completed by August 2032, with invitations for consulting services expected to be issued in June 2026. The tender announcement for the initial procurement package for civil works for underground sections is planned for September 2026.
